Texas builds the most new single-family homes in the country. In 2025, Texas permitted 140,579 new single-family buildings, 15.4% of the U.S. total of 911,903. Florida came second with 111,173 and North Carolina third with 65,303. Those three states alone issued 34.8% of all new-house permits.
Which ten states issued the most permits?
| Rank | State | New single-family buildings | Share of the U.S. |
|---|---|---|---|
| 1 | Texas | 140,579 | 15.4% |
| 2 | Florida | 111,173 | 12.2% |
| 3 | North Carolina | 65,303 | 7.2% |
| 4 | California | 57,739 | 6.3% |
| 5 | Georgia | 44,351 | 4.9% |
| 6 | South Carolina | 39,897 | 4.4% |
| 7 | Arizona | 33,371 | 3.7% |
| 8 | Tennessee | 32,068 | 3.5% |
| 9 | Virginia | 20,458 | 2.2% |
| 10 | Indiana | 19,877 | 2.2% |
The top ten add up to 564,816 buildings, or 61.9% of the country. The South carries most of the load. The Census Bureau’s South region, which includes Texas, Florida and the Carolinas, permitted 537,010 new houses, 58.9% of the total. The West followed with 21.1%, the Midwest with 13.7% and the Northeast with 6.3%.
What about the Northeast?
The Northeast permitted 57,289 new single-family buildings in 2025. New Jersey ranked 21st in the country with 12,820. Texas permitted about 11 times as many.
A smaller state total is not a weaker market for a sales crew. What matters is how many new builds sit inside the area your team can drive in a day. In New Jersey, a handful of towns hold a big share of the new houses, so a crew that knows where they are can stay busy.
How much is a new house worth on a permit?
Every permit carries an estimated construction cost. Across the U.S., the average for a new single-family house came to $321,000 in 2025. That is the cost of building the house, as written on the permit. It does not include the land.
The average moves from state to state:
- Indiana: $366,000, the highest of the top ten
- Florida: $333,000
- California: $320,000
- North Carolina: $306,000
- Texas: $291,000
For a roofing, flooring or window company, that figure is a rough guide to the size of the job. A bigger number usually means more square feet of everything you sell.
What do these numbers mean for a field sales team?
Pick counties, not states. A state total tells you where the market is. Your crew drives in a county. Two counties in the same state can look nothing alike.
Watch the flow, not just the total. Permits come in every week. A team that sees them early gets to the site before the trades are picked.
Time the visit. A permit marks the start of a build. Most trades are chosen weeks later, once the frame is up. Showing up the week the permit is issued usually means an empty lot.
Plan the drive. New builds tend to cluster in a few towns. A route that strings five of them together beats five scattered stops.
What do the numbers leave out?
- Permits are not starts. Some permitted houses start months later, and a few never get built.
- Apartments are not in these counts. Townhouses count as single-family when each one has its own wall from ground to roof.
- Some towns do not report every month. The Census Bureau estimates the missing months, so small-town numbers can shift when the final figures come out.
Where does this data come from?
These numbers come from the U.S. Census Bureau’s Building Permits Survey, the annual 2025 state file. The Bureau collects the counts from local permit offices across the country.
NavHunter works one level down. It reads the permits themselves every day, from state, county and city records, and puts each new build on your map. You can see how that works on the how it works page, or check coverage for your county.
